Introduction

Rajya Sainik Board West Bengal, established on 22 March 1945 as the Bengal Provincial Sailors', Soldiers' and Airmen's Board, has completed 80 years of service to Serving Military personnel, Ex-Servicemen, Veer Naris and their families. With 14 Zila Sainik Boards across the state, the Board continues to act as a trusted bridge between the Armed Forces community and the Government of West Bengal, supporting a population of 4 Lakhs Plus Military Veterans veterans and dependents.

Objectives

  • To safeguard the welfare of ex-servicemen, widows, and dependents.

  • To ensure effective resettlement through training, employment, and self-employment opportunities.

  • To facilitate and monitor implementation of Central and State Government welfare schemes.

  • To provide assistance in education, health, housing, and other welfare measures.

  • To maintain an updated database of ex-servicemen and their dependents.

Key Functions

  • Registration and maintenance of records of ex-servicemen, widows, and dependents.

  • Liaison with Government Departments for providing reserved employment opportunities to ex-servicemen.

  • Processing applications for financial assistance, medical support, and welfare grants.

  • Organization of awareness programmes, welfare camps, and seminars for veterans and their families.

  • Grievance redressal through ZSBs and online platforms.

Initiatives & Achievements

Under the leadership of Colonel Partha Pratim Barik, Secretary Rajya Sainik Board, West Bengal, several innovative measures have been introduced:

  • Automation through SaaS Platform (rajyasainikboard.in)

A self-sustaining Software as a Service (SaaS) platform has been introduced for automation of services including registration, welfare tracking, and grievance handling. The model sustains itself through a nominal registration fee, ensuring operational continuity without additional financial burden on the Government.

  • Veteran Recruitment Support

Facilitation of recruitment of ex-servicemen into Government organizations, thereby ensuring continued contribution of trained manpower to civil services.

  • Veteran Homestays Platform

Creation of a digital platform enabling veterans and their families to establish and operate homestays, contributing to livelihood generation and community engagement.

  • Awareness & Outreach Programmes

Organization of seminars, demonstrations, marathons and other initiatives to spread awareness among veterans and the general public. Notably, the first-ever seminar on 'Transition of a Soldier to a Veteran' was held in West Bengal under this initiative.

  • Internship Programme for Students

Introduction of research-oriented internships for UG/PG/PhD students to study veteran transition, creating greater awareness and knowledge sharing between civilian and veteran communities.

A Replicable National Model

The West Bengal SaaS model for Rajya Sainik Board has been designed to be scalable and replicable across the country. The approach—combining technology, sustainability, and welfare delivery—can be adopted by other States to create a unified digital ecosystem for ex-servicemen and their families.
